Use a package like Attic to self-host a Nix binary cache server.

Add it as a new module and have new package substituters automatically propagated to all machines.

As a trial, it could be hosted on odyssey but should probably be on dedicated hardware long-term.

When changes are pushed to this repo, they should be built by a Gitea Action workflow and pushed to the Attic binary cache.
